Minister of Finance of Ukraine Serhii Marchenko said that the key areas of recovery would be energy infrastructure, demining, lost or damaged housing, social infrastructure (schools, hospitals, etc.), and creating conditions for business development in Ukraine.

Marchenko also said that the state budget currently receives ₴80 billion in revenue, while ₴130 billion a month is spent on the military campaign.

The Minister of Finance stressed that "a tremendous amount of work has been done" to agree on a 4-year support programme from the International Monetary Fund — the IMF has introduced a programme for a country at war for the first time.

Marchenko noted that the final decision of the IMF Board of Directors on the extended financing programme is expected soon. The first tranche of funding from the IMF is expected in the spring.
