The U.S. and Ukrainian military commands held joint theoretical exercises at a U.S. base in Germany

The generals explored the benefits and risks of different counteroffensive scenarios, but the Ukrainians will make their own decisions.

The New York Times reported this.

General Mark Milley, Chairman of the Joint Chiefs of Staff, attended the exercise. This is how he described its concept:  "The Ukrainians are moving things around on these maps (of combat operations - ed.) to determine the best course of action, and they determine the advantages and disadvantages of the risks associated. It's a common thing that all militaries do."  

Christopher G. Cavoli, the commander of U.S. European Command, and Daniel R. Hokanson, the chief of the U.S. National Guard Bureau, also took part in the exercise.
