Russians promise to provide civilians with free housing, food, and 100 thousand rubles of aid in the Russian city of Tuapse. At the same time, they state that those who "do not take advantage of this opportunity bear their responsibility for their lives".

The so-called "authorities" note that they are also leaving for "safer territory". As a result, all "civilian infrastructure facilities" stop working.
