Navy Commander Oleksii Neizhpapa talked about this in Dmytro Komarov's documentary project Year.

"The task of this cruiser and the idea for which it was built was to fight the US aircraft carriers. The ship was designed to fight in the ocean. Indeed, there was nothing to penetrate it in the Black Sea — with the air defence forces and assets on board, at least 6-7 cruise missiles were needed," the Navy commander said. 

However, Ukrainian forces spotted a group of Russian ships, including the Moskva cruiser, and the Neptune missile system hit it with two missiles. 

Defence Minister Oleksii Reznikov noted that the destruction of the Moskva allowed for the de-occupation of Zmiinyi Island and the start of exports of Ukrainian goods.

On April 14, Pivden Operational Command reported that missiles had severely damaged the Russian Black Sea Fleet flagship from the Neptun system. A fire broke out on the cruiser — other units of the ship group tried to assist, but the storm and a powerful explosion of ammunition overturned the cruiser, and it began to sink.
