Russians want to deprive residents of Luhansk region who refuse to participate in the war against Ukraine of their citizenship.
The head of the Luhansk Regional Military Administration, Artem Lysogor, has said this.
This decision means that people in the temporarily occupied territory will not be able to get a job, education or medical care.
"Of course, they will not be provided with any social and administrative services, and their payments will be cancelled. This has already been adopted at the legislative level," Lysogor said.
Earlier, Russians pressured the local population to take Russian passports. The security forces restricted access to healthcare, education and social assistance for those who refused to take Russian documents.
"If you get a Russian passport, you go to war, if you refuse, you die without any social guarantees," wrote the head of the Luhansk Regional Military Administration.
The most massive wave of passport issuance took place on the eve of the Russian pseudo-elections in the temporarily occupied territories of Ukraine. At the time, the Ukrainian government, international organisations and other countries called for the results of these so-called "elections" to be not recognised.
Lysogor calls on residents of the temporarily occupied Luhansk region to evacuate through European countries while they still have the opportunity.
