Russians plan to involve children aged 13 to 17 in pseudo-referendum in temporarily occupied territories of Donetsk region

Thus, they want to increase the lack of "votes" and "turnout". 

Minors must be accompanied by parents, guardians or representatives of the so-called "orphanages".
