The construction is being carried out by the Russian Ministry of Defence's subordinates of the Military Construction Complex on behalf of Vladimir Putin.
Chersonesos Tavriya is an ancient Byzantine city-state in the southwestern part of the Qirim peninsula. It was founded in the 5th century BC and is a UNESCO World Heritage Site.
