Minister of Energy Halushchenko: Negotiations on the ZNPP have reached a deadlock

The Ukrainian position is to demilitarize the plant, withdraw the Russian personnel from it, and not interfere with the work of Ukrainian personnel. Russia rejects these proposals.

The Minister of Energy, Herman Halushchenko, announced this on the telethon.

It will be recalled that in December 2022, French President Emmanuel Macron claimed that the parties had managed to reach an agreement on the withdrawal of Russian heavy equipment from the ZNPP.

Macron argued that the second half of December was to be crucial for negotiations.

Minister Halushchenko describes Ukraine's negotiating position as follows:

  • demilitarization of the plant;
  • departure of Rosatom employees from ZNPP;
  • Ukrainian personnel must be able to operate the nuclear facility without pressure.

"But in response to this, we received a worthless decree from Putin stating that the ZNPP is "federal" property, with the registration of the company in Moscow called "Zaporizhzhia Plant," Halushchenko said.
