The temporary occupation administration explained the outage as the lack of diesel fuel. At the same time, "repair crews" install plywood, plastic wrap, or cardboard instead of windows in civilian houses.
In addition, the mortality rate continues to rise in the city. More than 250 citizens died of "natural causes."
