His predecessor, Dmitriy Bulgakov, was fired allegedly in connection with "transferring to another job."
Previously, Mizintsev held the position of head of the National Defense Management Center of the Russian Federation.
The colonel-general was nicknamed the "Butcher of Mariupol" because he ordered to bomb a maternity hospital, a children's hospital, residential buildings, and the drama theater. Mizintsev previously managed the operation in Syria.
Australia and the United Kingdom have imposed sanctions on him.
