Ukraine's Defence Minister Oleksiy Reznikov has published five principles that Ukraine will adhere to when using cluster munitions.

Defence Minister outlined these principles in writing to Ukraine's American partners. They stipulate that:
1. Ukraine will use these munitions only for the de-occupation of our internationally recognised territories. These munitions will not be used on the officially recognised territory of Russia.
2. Ukraine will not use cluster munitions in urban areas (cities) to avoid risks to civilians. Cluster munitions will be used only in places of concentration of the Russian military. They will be used to break through the Russian defence line with minimal risk to the lives of Ukrainian soldiers.
3. Ukraine will keep records of the use of these weapons and the local areas where they will be used.
4. Based on these records, the areas where such munitions were used will be prioritised for demining. This will allow us to eliminate the risk of unexploded cluster munitions.
5. Ukraine will report to its partners on the use of these munitions and their effectiveness to ensure an appropriate standard of transparent reporting and monitoring.
"Our position is simple - we must liberate our temporarily occupied territories and save the lives of our people. To achieve this, we must inflict losses on the enemy: war criminals, rapists and looters who occupied our territories. The more losses we inflict on them, the more lives of Ukrainians we will be able to save," Reznikov said. outlined these principles in writing to Ukraine's American partners. They stipulate that:
