US State Department: Russia is preparing a provocation in the Black Sea

They may conduct a false flag operation.

Russia is seeking to complicate the export of Ukrainian grain. To achieve this, Russians have been attacking Odesa and the Danube ports for five days in a row. In addition, last week, the Russian Navy conducted exercises to attack other ships.

The United States has received information that the Russians are preparing a provocation that will also prevent Ukraine from exporting grain.

Miller pointed out that at the beginning of the full-scale invasion, the State Department warned of Russian false flag operations, which later did occur.
