The list includes 380 legal entities and more than 270 individuals. Among them are Ukrainian citizens and foreign companies — presidential decrees enacting the National Security and Defence Council of Ukraine's decisions.

Sanctions have been imposed on several Russian organisations. For example, the Kazan Precision Engineering Plant or the Central Research Institute of Economics, Informatics and Management Systems. The sanctioned Russians include Gazprom executives, officials from the Russian Presidential Administration and Russian bankers.

The sanctions also targeted collaborators: former Motor Sich CEO Viacheslav Boguslaev, Natalia Desiatova, involved in the robbery of the Kherson Museum of Local Lore, former Kherson police officer Hennadii Harkusha, and a senior official during Yanukovych's presidency, Dmytro Voron.

In addition, several EU companies are subject to sanctions: Czech Avrora Capital or Bulgarian Taerio International Ltd. Swiss citizens who helped Russia purchase Western technology were also sanctioned. These companies and individuals are already under US sanctions.
