This was announced by the Head of the Presidential Office, Andrii Yermak.

He called it "a victory for Ukraine on its way to NATO".

The declaration takes into account both the needs of Ukraine and the capabilities of the allies.

The Declaration contains the following components:

- Measures to help Ukraine defend itself and prevent new aggression, including arms supplies, support for defence industry development, training, intelligence and cyber security cooperation, enhancing the stability of the Ukrainian economy and energy sector, and technical and financial assistance.

- Contingency measures in the event of a new aggression, which include immediate consultations to provide Ukraine with everything it needs to defend itself as soon as possible.

- Support for holding Russia accountable for its aggression and economic and legal steps to punish Russia, as well as further strengthening sanctions pressure, freezing assets, establishing mechanisms for collecting reparations and prosecuting those responsible for crimes against Ukraine.

This declaration is a general framework document. The next step will be to conclude a system of bilateral security agreements between Ukraine and individual guarantor countries united within the framework of multilateral cooperation.
