Moscow's likely goal is to change the government in Moldova to a pro-Russian one.
US National Security Council spokesman John Kirby announced this.
Russian figures are organising protests in Moldova. According to the US, some have active ties to Russian intelligence.
Another Russian group is conducting training in organising protests.
At the same time, Kirby urged not to overestimate Russian capabilities.
In addition, he denied Russian statements about Ukraine's "plans" against the illegal armed group "Transnistrian Moldovan Republic".
In early February, Ukraine handed over a Russian plan to destabilise Moldova.
