Enerhodar Mayor Dmytro Orlov announced this.
These prisoners are people with pro-Ukrainian views who were allegedly "released" by the Russians into the territory controlled by Ukraine.
Although propagandists publish many videos about these people, only a few actually reach Ukrainian checkpoints.
Russians keep the rest in captivity around the clock or force them to dig trenches.
"From time to time, they choose victims, pretend to "let them go," and then organize a hunt for defenseless and unarmed prisoners," Orlov said.
