Russia had prepared deportation of Ukrainians even before the full-scale invasion

This is stated in the analytical report "Forced deportation of children to the Russian Federation", prepared by the Eastern Human Rights Group and the Institute for Strategic Studies and Security.

In the report, human rights activists published documents that determined the places of distribution of Ukrainians who were to be taken from the temporarily occupied territories. For example, one of them is dated February 22, 2022.
