16 November Russia issues $13.6bn in debt per day — UK MoD

This was the largest single day issue in Russian history. 

The issue of funds is necessary to support the costs of the war in Ukraine. For 2023, the budget for "national defense" is 40 percent more than a year earlier.

This probably indicates a favorable current state of finances, but implies deepening instability over the next year.
