As a result of the Russian shelling of the energy infrastructure in Ukraine, stabilization shutdowns are being carried out. The government calls on the population to save electricity as much as possible.

Kyiv Mayor Vitalii Klychko reported that on the morning of November 4, 450,000 Kyiv residents had no electricity.
