Ukraine is already a member of the European Union, it just needs to be institutionalized - EU diplomat — Josep Borrell during the Munich Security Conference

"It will be a difficult job, because even before the war, Ukraine had numerous problems. Ukraine has to transform its structures, fight corruption and develop its economy. They have to do the work, and we will help them and do our part. And we will get ready to accept Ukraine into the EU, whether someone likes it or not," Borrell states.

He notes that the EU needs to change its procedural rules: "It will change the size of Europe. When you go from 27 members to 33, you need adapted decision-making rules." 

Borrell also says that Russia's war against Ukraine is a challenge and an existential threat to European security and called on international allies to speed up military support for Ukraine.

"President Zelenskyy and other Ukrainians have received a lot of applause, but not enough ammunition," the EU diplomat said.
