The UK mission to the UN announced this.
The meeting was initiated by Russia, and Maria Lvova-Belova is to give a briefing on the so-called "evacuation" of Ukrainian children from Ukraine to Russia.
The UK Ambassador will not attend the meeting.
"If Maria Lvova-Belova wants to give an account of her actions, she can do so in The Hague," the statement reads.
In March, the International Criminal Court issued arrest warrants for Lvova-Belova and Russian President Vladimir Putin for the war crimes of illegal deportation and illegal transfer of Ukrainian children.
