The Russians had created a filtering system before the start of a full-scale war

The Conflict Observatory has evidence of Russia's creation of a filtration system in Donetsk region "weeks" before February 24.

Also, with the help of satellite images and information from open sources, scientists from Yale University and the US State Department determined that the Russian army created 21 filtration camps that previously served as schools, markets and prisons.
