In the temporarily occupied territories, no one is rebuilding housing and communal infrastructure, the houses have no windows.

Some of the residents of the region were given building materials, but there are not enough of them to repair the gaps in the main walls. Windows have to be covered with plywood.

In the temporarily occupied Rubizhne, the Russians do not repair modern double-glazed windows, arguing that "according to the plan" window frames in high-rise buildings should be "wooden".

In addition, the temporary occupation authorities are also not restoring the destroyed heating lines and boiler houses.
