The EU plans to include assistance to Ukraine in its own budget for 2023

This year's EU disbursements to Ukraine have been irregular, raising concerns in the Ukrainian government about the need to pay civil servants' salaries and pensions during a full-scale war.

"It is important to have a more predictable flow for Ukraine next year, so our intention is to integrate it into the EU budget discussions for 2023 and thus make it more stable. There was agreement on this approach among ministers," said European Commission Vice-President Valdis Dombrovskis.
