Belarusian propaganda media reported that it was due to the rebellion of the Wagner PMC in Russia.
Earlier, it was reported that Lukashenka had proposed a solution for PMCs to operate in "legal jurisdiction". The construction of camps for the Wagner PMC has probably begun in Belarus. Construction work is underway in the Mogilev region. One camp is supposed to accommodate 8,000 people.
