The Head of the Luhansk Regional Military Administration, Artem Lysohor, reported this.
According to him, the Russians are "preparing for the school year."
In addition, Lysohor said that the Russians are stepping up the forced passportisation of the population. Russian mobile passport offices have started operating in towns and villages near the front line.
"The enemy (Russians — ed.) is in a hurry to organise the so-called 'first elections.' To increase the voter turnout, measures are being taken to force the passportisation of the population," the statement said.
