Residents of some districts of the temporarily occupied Rubizhne, Lysychansk and Severodonetsk do not have public utilities — the Luhansk Regional Military Administration

Local residents are not provided with water, electricity, gas or heating.

The so-called "authorities" of Lysychansk report that there will be no water or electricity supply until spring. Drinking water, 20 liters per person, is delivered there once a week.

Residents of Severodonetsk who were left homeless are promised to be relocated to nearby villages where there are empty houses.
