Putin is disappointed with the way things are going, but is not ready to give up on his goals, says Tatiana Stanovaya, founder of political consulting company R.Politik. "It just means the route will be longer, more bloody, and worse for everyone," she says.

In the long term, Putin has approved plans to expand the ranks of the military by almost 50% over the next few years. Therefore, schools and universities are reinstating military training courses.
