Other countries that are not parties to the Rome Statute (for example, Ukraine) will be able to arrest them if they conclude relevant cooperation agreements with the International Criminal Court.

As a general rule, the highest-ranking officials of a state cannot be prosecuted due to personal immunity, but the ICC, which considers cases of genocide, war crimes, and crimes against humanity committed by the military and political elite, does not recognize these immunities.

Due to the fact that Ukraine has recognized the ICC's jurisdiction over war crimes committed on its territory after 2014, the ICC can investigate the Putin's case and issue an arrest warrant.
