Ombudsman Dmytro Lubinets appealed to the Independent International Commission of Inquiry on Ukraine regarding the performance of a Russian propagandist with a skull in his hands

On August 28, journalist Denys Kazansky published a video in which Igor Mangushev performed with a skull in his hands. According to him, this is allegedly the skull of a soldier from "Azovstal". Mangushev also publicly called for the genocide of Ukrainians.

The Human Rights Commissioner reported on the video of Ole Solvang, leader of the fact-finding team of the UN Commission of Inquiry on Ukraine.

"Respect for the dead is not just humanism and concern for the loved ones of the dead. These are international standards, the implementation of which guarantees that the dead will not add to the list of missing persons," wrote Lubinets.
