They noted that the Russians had previously carried out such measures before leaving the right-bank part of the Kherson region and for sabotage activities.

The Russians offer the owners of destroyed houses in the temporarily occupied Mariupol to get housing in new buildings on the city's outskirts. However, the so-called "authorities" impose a mandatory condition of having ownership documents for the destroyed houses, hoping that the documents were destroyed along with the housing.

Forced mobilisation continues in the Chechen Republic of the Russian Federation. On February 23, the Russians sent up to 200 police officers from the Akhmat special forces regiment to the Bakhmut direction to prevent desertion or sabotage of the mobilisation from the front.

The Russian army continues focusing on conducting offensives in the Kupyansk, Lyman, Bakhmut, Avdiivka and Shakhtarsk directions. On February 24, Ukrainian troops repelled about 70 Russian attacks in these areas.

The Russian military carried out 27 air strikes and fired 75 times from multiple launch rocket systems over the day. 

Defence Forces units destroyed a Mi-24 attack helicopter and four UAVs: one Orlan-10, one Zala, and two Lancet-3. Ukrainian aviation carried out 20 strikes on areas where Russian army personnel and military equipment were concentrated and two strikes on anti-aircraft missile systems at a firing position. Artillery and rocket launchers hit a command centre, two areas of staffing concentration and three ammunition depots.
