In the temporarily occupied Horlivka, the Russians are unable to mobilize the required number of citizens due to previous "recruitment campaigns"

The so-called "military commissariats" and Russian security forces are to draft 6,000 local residents. However, mostly women, children, and the elderly remained in Horlivka.

The locals, who had previously been mobilized into the 9th Separate Marine Regiment of the 1st Army Corps of the occupation forces, cannot be contacted since September 11. They were in the temporarily occupied areas of the Kherson region where they refused to take part in hostilities.

Those who were forcibly mobilized reported that Russian commanders threatened to send "those who refuse" to the front line without weapons.
