According to the so-called "head" of the military-civilian administration of the Kherson region Vladimir Saldo, the development of "design estimates" for this has already begun. He added that the so-called "development plan" for the temporarily occupied Arabat Beli and Henichesk is being developed.

He also stressed that housing would allegedly be available under housing certificates, now allegedly issued to residents of the temporarily occupied part of the Kherson region.
