Group of 20 foreign ministers fail to agree on a formal joint statement at the meeting in India

Bloomberg reports that this was due to disagreements over Russia's invasion of Ukraine. Most participating states condemned Russia's actions on Ukrainian territory. However, Russian and Chinese Foreign Ministers Sergei Lavrov and Qin Gang disagreed on two relevant points — to condemn Russia's invasion and to withdraw troops from Ukraine.

As a result, the two-day meeting resulted in a final document instead of a formal joint statement.

In particular, Russian Minister Lavrov met with Secretary of State Anthony Blinken at the summit. It is noted that Blinken assured Lavrov of American support for Ukraine.
