China appoints a new defence minister who is under US sanctions for buying weapons from Russia

General Li Shangfu got on the sanctions list imposed by the US State Department in September 2018 for purchasing combat aircraft and equipment for the S-400 air defence system from Rosoboronexport.
In 2016, Li was appointed deputy commander of the Strategic Support Force of the People's Liberation Army of China, a body tasked with accelerating the development of China's space and cyberwarfare capabilities.
He then became the head of the Equipment Development Department of China's Central Military Commission (CMC).
