He wants to create a group of countries, possibly along with India, China, and Indonesia, to mediate "peace talks."
Brazilian diplomats have stepped up efforts recently to present the plan to their international counterparts and held talks on the idea with at least 21 countries during last week's Munich Security Conference in Germany.
