After the announcement of partial mobilization in the Russian Federation, Zelenskyy appealed to the Russians and urged them not to accept summonses or surrender to Ukrainian captivity

The president stated this in his evening address.

"It is better not to accept a summons than to die on someone else's land as a war criminal," said the President of Ukraine.

Ukraine guarantees that the Russian military personnel who surrender will be treated in accordance with all conventions, the circumstances of their surrender will not be disclosed, and the Russians will not be exchanged if they do not want it.
