Foreign Minister Kuleba: Negotiations with Russia are unlikely in the short term

Dmytro Kuleba explained this by the fact that Russia is still determined to continue the war and will not take negotiations seriously. 

"Our only goal in this war is survival," the minister commented 

Export of grain will not start until ship owners, as well as grain owners and Ukraine, receive security guarantees, the minister added.
