According to Roman Holovnya, there is a "critical" water shortage in the city due to the prevailing lack of water supply. Furthermore, due to the lack of electricity, it is impossible to bake bread and store other food products.

He said that, according to his estimates, 70 to 80 thousand people currently stay in the city. Until February 24, 320 thousand people lived in the regional centre.
