The Parliamentary Assembly of the Council of Europe adopted a resolution calling Russia a terrorist regime, a member of the Ukrainian delegation, Oleksii Honcharenko

Ninety-nine delegates voted in favour, and one abstained.

The document adopted by the PACE also states that Russia's membership in the UN Security Council is not legal; the resolution provides for establishing a tribunal.

In his speech to the PACE, President Volodymyr Zelenskyy noted that providing air defence to Ukraine was a fundamental step towards a speedy end to the war.
