The EU reglamentation states that sanctioned goods transiting from Russia are not prohibited if they’re moving by rail

It is prohibited to transport goods by Russian road transport on the territory of the EU. However, this does not apply to the transportation of authorised goods between Kaliningrad Oblast and Russia. Transit of sanctioned goods and military technology is prohibited.

EU member states must ensure that sanctioned goods that illegally arrived in Russia cannot be transported further through the EU customs territory.
